QUEZON CITY, Philippines — The Philippine Statistics Authority (PSA), in partnership with Pilipinas Teleserv, Inc. officially launched the PSA E-Certificate Service on Wednesday, February 25, 2026, at the PSA headquarters on East Avenue. The new service provides Filipinos with a cryptographically secured digital alternative for birth, marriage, death certificates, as well as CENOMAR and CENODEATH, designed to meet the evolving needs of modern document submission and real-time verification.
The Leadership and Technical Force
The ceremony was led by PSA National Statistician Claire Dennis S. Mapa, alongside Pilipinas Teleserv Managing Director Jun S. Yupitun and IT Head Bryan Zarzuela. As the PSA’s digital partner for over 25 years, Pilipinas Teleserv provides the technical infrastructure through the PSAHelpline.ph platform.

Also, in attendance to witness the rollout were PSA Deputy National Statistician Minerva Eloisa P. Esquivias and Assistant National Statistician Marizza B. Grande, along with a wide assembly of government stakeholders and members of the press.
A Multi-Sectoral Gathering
The launch, held on the 9th floor of the PSA headquarters, saw a massive turnout from key government agencies. Their presence highlights the service’s potential to streamline interactions between citizens and various state sectors.

Agencies represented included:
- Social & Financial: Government Service Insurance System, Social Security System, Landbank, Pag-IBIG Fund, and PhilHealth.
- Security & Law Enforcement: PNP Retirement and Benefits Administration, AFP PGMC, Bureau of Jail Management and Penology, Philippine Air Force, Philippine Coast Guard, Intelligence Service AFP, and the Bureau of Corrections.
- Governance & Oversight: Civil Service Commission, National Privacy Commission, Department of Budget and Management, and the Intellectual Property Office (IPOPHL).
- Education & Social Services: DepEd, Department of Migrant Workers (DMW), Department of Agriculture, and the National Authority for Child Care.
- Foreign Relations: Department of Foreign Affairs (DFA).
Understanding the PSA E-Certificate
The PSA E-Certificate is a fully digital, legally recognized version of official civil registry documents. While the traditional paper copy remains a standard and trusted option, the E-Certificate offers a modern alternative with the same legal authority as the version printed on security paper (SECPA).

Validity and "Privacy by Design"
To ensure the highest level of security and compliance with the Data Privacy Act, the E-Certificate system follows a "Privacy by Design" framework.
Availability & Ownership: The digital copy remains accessible in the secure portal for 60 calendar days. During this window, users are encouraged to download the PDF to their personal devices for permanent storage.
How to Access the Service
Filipinos can now request their digital certificates through e-cert.psahelpline.ph by following a simple three-step process:
- Request Online: Visit e-cert.psahelpline.ph, fill out the order form, and pay through any of the accredited payment channels.
- Secure Verification: Complete an identity verification process to ensure data privacy.
- Digital Issuance: An email containing a secure link to the e-cert viewing portal will be sent to the requesting party.
Eliminating Fraud Through Real-Time Authentication
A cornerstone of the E-Certificate service is its ability to eliminate "fixers" and fake documents through a robust "side-by-side" verification system. Stakeholders such as employers, schools, or banks can verify the authenticity of a document through two primary methods:
- Option A (QR Scan): Simply scanning the QR code on the document redirects the user to the official E-Cert portal, displaying the PSA-issued copy for immediate comparison.
- Option B (Manual Entry): If a scanner is unavailable, the verifier can visit e-cert.psahelpline.ph and enter the Reference Number and Authorization Code found on the E-Cert cover page to view the official image.
